Should my EGR be cold.....HELP

I was driving home form work today and when I got home I poped the hood to see if my egr and the tube that goes into the air intake was hot or cold! It was cold. Is this right? As you might already know I have been having some egr problems so I was just wanting to get to the bottem of this! Please help!

should be hot. mine is. but i have a vaccum leak and don't know how to get to it.

So I must have a pluged tube from the the header to the pair valve?
