Is this hose necessary?

I am wondering if i can take this hose off and plug it at the valve cover and just not have it when i make my intake hose metal?

It seems to have a good bit of oil build up in the hose, and doesnt seem like it would be good having oil sucked into my throttle body

that's the crank case breather, you can plug it at the throttle body, but would have to put a breather filter on the valve cover.

That is positive crank case ventilation (PCV). It is important to help keep your engine from building up sludge. Yes it makes a mess in the throttle body but that's easier to clean than your whole engine. I'd leave it alone, if you want to trap the oil before the TB use an oil catch can.

Doing as suggested above changes the system from a "positive" vent to a "passive" vent and doesn't do as good a job of removing harmful vapors from the crank case.
