Help timing an 89 22RE

Help timing an 89 22RE
I installed a new head gasket i had my cam pin on 12o'clock and timing mark on 0 position.
Removed head #1 piston up then replaced head and timing as book said.
After i rotated engine 2 times my cam pin is still @ 12 O'clock and timing mark still on Zero. But the link on the timing chain is not @ top . Is it in time or do i have it off a tooth?
Thanks for any help this is my first toyota so please bear with me . Forgot this is a 22RE engine 1989
