fuel issues

hello everyone i have a 1988 runner with the 22re in it and have ran into a couple issues. i took out the gas tank and when putting it back in the main fuel line got bent and started leaking. i replaced the hard line with a rubber line, there is no leaks however now it wont start. i have fuel up to the pressure regulator but when i check the plugs they are absolutely dry. any ideas where it is stopping? bad regulator? thanks

replaced regulator. tried jumping the diagnostic terminals +b and fp just to make sure the pump was working and it is. can anyone shed light on this
