Exhaust leak at Manifold...Power killer?

Exhaust leak at Manifold...Power killer?

86 4x4, which has a stud on each side of the exhaust manifold. Next to each stud is a hole on either side of it. I can't tell if the wrong manifold was purchased or not. But the muffler shop try to block these holes with metal plates. Does anyone know what connects to these, and / or if they are even needed on my 22RE? And because these holes aren't sealed well, would this exhaust leak be the cause of any power loss? Thanks

Its for the "air injection". Smog related equipment.
