EGR Wire

I am trying to track down an EGR code and I found that the wire that plugs into the EGR had some damage to the outer insulation. As far as I can tell the 2 wires inside appear to be okay. I tried to check for continuity with my ohm meter and did not get anything. Is there a proper way to check this before I buy a new one?

2 reasons why it fails.
1. the switch is bad, it opens or closes (I forget) when a certain temp is reached from the EGR opening correctly.
2. The EGR tube is blocked (clogged) or the EGR valve, EGR modulator, the green VSV on the passenger fender not functioning.
vacuum hoses not connected correctly to the EGR loop.
