EGR Problems? Or not?

EGR Problems? Or not?
I have a 87 Pickup with the carburated 22R. I took it to get smoged and they said that I had no vacume to the EGR. All they did was take a flashlight and look around the engine. Today I took the air filter off and examined the hoses. I could not find any that were loose or broken, and I even disconected a couple to see if I had vacume, and I did.
Now is there somthing else that Im missing here? Is it possible that they were just trying to rip me off ($80 to diagnose and fix)?
It has been idleing a little rough lately, and I know that can be a sign of a vacume problem.
Where should I be looking?

The problem may be the EGR. Not at all something that could be definitively diagnosed by a visaul inspection. Unless, one were to see that the hose at the top of the EGR was disconnected. That would leave it short of vacuum, entirely. Try checking the operation of the EGR by appling vacuum to the unit through that hose (at top) and see if it bogs down, or stalls, the engine while it's idling. That check is to see if it's opening. Your problem may be that it isn't closing all the way, acting like a vacuum leak. That would require cleaning it. Maybe a little solvent like SeaFoam, could be applied while still installed. Disassembly and a thorough cleaning may be needed.
