Ecm bad or not?

Ecm bad or not?

Hello I have a 1986 Xtra Cab sr5 4x4 pickup. My question is what are the voltage readings supposed to be at the ecm for the tps connections( vcc, vs, idl? E2 is ground) with the ignition on? So far I've replaced the tps and adjusted according to the fsm. Ohmed out all wires going to the ecm and all is good. I keep getting #7 code. Is it my ecm? My voltage readings are: vcc = 5.0 , vta = 0.34 at closed throttle and goes to 3.98 at wot. Idl = 0 at closed throttle and goes to 12 as soon as i crack the throttle. I don't have access to another ecm to try and I'm on an etremely tight budget trying to work and go to college. I've spent 3 grand on this thing and cannot get it going. It pains me to think of another 250 for an ecm. Oh yeah and I did make sure that E2 was a good ground. and have checked for all loose or corroded connections. All is good there. I bought the pickup a year ago and it had sat for about 3 years with the engine out. Since then I've replaced the engine new everything. Removed all smog crap. I've read and searched until my eyes are bleeding. This is a bad ass forum with a plethra of info. I hope this is enough info to at least get started with an expert at this. Thanks in advance.
