Can't get timing right

Can't get timing right

My idle did not change at all when I installed the jumper on TE1 and E1. Is this a sign of another problem?
94 runner 3.0

Often, this is an indication of a faulty Throttle Position Sensor.

I replaced the tps and adjusted it according to fsm specs. no change.

the idle does not change that much but make sure it is all the way warmed up
