Bad ECM?

I think my ECM May be bad I'm getting constant power out of the ECM to the injectors. it's only supposed to supply power to the injectors while cranking or running isn't it?

Sorry it's a 90 toyota 4 runner 3.0 and the injectors aren't pulsing and there is constant power at both pins on all injectors also I just found wires broken on both temp sensors would that cause the injectors not to pulse

the injectors have constant + the ecu controls the injector duration by grounding them through the e2 on the ecu wires. they fire in pairs.
the wires coming out of the main harness to the injector plugs on the 3.0 are prone to lots of heat and they degrade and make it so the motor does not run except for a split second due to the csi firing a few cylinders..... replace the plugs and the wires up into the harness a few feet.
