85' pinion help..

85' pinion help..
I dropped off my front differential at a local shop about 2 weeks ago for them to drop in a detroit and a 5.29 gear set because I couldnt get the pinion nut off and he was going to give me a fair price. Well I called him today and he said that he can't get it set up. He says there is still some play between the flange and the housing but the pinion nut is tight and he even shimmed it. He recommended that I get a new housing anyone had this issue? Is it possible the pinion bearing is'nt right
