83 22r compression issues

I have an 83 Toyota Pickup with a 22r motor that I had rebuilt last year. Since it was rebuilt I have replaced the stock carb with a weber 32/36 replaced the distributor cap, plugs, plug wires, and intake manifold gasket. I have also blocked off the egr. After driving it around for a few hundred miles (no I did not beat the crap out of it) it seemed to be missing on the third cylinder. At this point I replaced the stock carb with the weber 32/36, and also blocked off the egr and all unnecessary ports in the intake. It was still running rough, so I replaced all the plugs made sure they were gapped correctly, put a new dist. cap on, and new plug wires. The issue still remained. I then rechecked the intake manifold gasket by spraying starter fluid around it, the engine had no noticeable pickup, so I decided to do what I've been fearing to do and checked the compression. The first cylinder has about 50 lbs. the second 120 the third 35 lbs. and the 4th 120. Does anyone have any ideas as to what this issue could be or a way to test it further?

I have the weber set up with a pressure regulator, and its set at 2.8 as weber recommends it be between 2 and 3.

So since the rebuild it was only driven a few hundred miles.

Rings never seated .or rusted fast

valves not adjusted correct

poor head work

head gasket failed but not into the coolant yet

just what did the rebuild include ??

I'd start by checking your valve clearances first - compression that low is typically from something very catastrophic (which you would clearly know) or very poorly lashed valves. Did you do any headwork on the rebuild?

The rebuild included everything from top to bottom, I sent it to the best machine shop around here to have it redone. They bored out the cylinders, and also enlarged the coolant passages. Another issue that I was having was that the valve cover gasket began leaking oil, would that be another symptom of incorrectly adjusted valves?
