22 RE valve cover interference

I have a 22 RE re-manned from APS and was checking clearance on valve cover when i noticed the valve cover hits the rockers with no o-ring installed.Has anyone seen this before?The oil baffle in the valve cover has a rolled lip which hits on each rocker.I checked to see if the mating surface of the cover and head had been cut but that is not the case.If the valve cover o-ring compresses over time I'm sure they would touch.I prussian blued everything and removed material at these locations from the rolled lip on the oil baffel,just to be sure.Now they can't hit,but i haven't seen this before.

The valve cover is only torqued to 7ft/lbs, which is like finger tight. Any more torque than that and it will hit the valve cover. It is just how it was made.

Reason being why you are not supposed to crank the crap outta the bolts. finger tight... They WILL hit if you over-tighten them.

How bout 2.250" exhaust on 22 RE with torbo muffler?Too big or 2.5" better?Pacesetter header in future.Less restrictive intake as well.If anyone has advantages or dis advantages they would be much appreciated.The motor is fresh with .040"over pistons.
