What is source and correct value of STA signal at ECU

Trying to troubleshoot a no start issue outlined here:

Want to verify the STA input to ECU described here:

Is it just battery voltage from the ignition switch once the clutch is depressed?

You should have at least 6 volts between ecu terminals STA and E1 when the engine is cranking. When you have the ignition in the start position and the clutch is pressed, the circuit is closed allowing positive voltage to flow to the ecu Sta input.
