What is this?

The other day when I got my EGR replaced we noticed this plug or some sort of connection. However, we have no idea what it is... can anyone help me? It's a 22RE engine and the connection is on the top of the engine towards the back on the valve cover.

The wire leading to it is also frayed as shown in this picture...

It is a VSV .Not sure which one it is though. Try these links.What are wire colors?

You run a little rich and waste gas.
Its the fuel pressure relief, When you accelerate the ECU shuts it down and that makes the FuelPressureRegulator up the fuelrail pressure for acceleration perposses.
With no power to it it will up the FuelRail pressure, This is not damaging in anyway but you run rich durring the idle to cruise state, Waste gas and not pass smog if you need to.
If you follow the vacuum hoses, One of them should go to the intake plenuum and the other to the top of the FuelPressureRegulator.
