Truck running rich

new guy here. I have an 87 pickup with the 22r, manual, and a new Weber 32/36 carb. It's running really rich. I replaced the mechanical fuel pump, new plugs. When I screw in the A/F all the way, it runs at the highest idle. I've messed with the timing and there's no change between 12 and 0. I've sprayed starting fluid all around the intake and carb and haven't found any vacuum leaks. Installed a fuel pressure regulator as well. It starts and runs good, except the exhaust is blowing some black smoke. Anyone have any other suggestions as to what to try next???
