TPS settings/ problem

So my truck was having the Idle/brake surge problem so i tracked it down to being the TPS. Plopped a new one in it fixed it but now i cant get my idle down under 3k or it will do the same surging problem. any suggestions?

Edit: Its a 92 22re 4x4 pickup manual

you have to take a ohm meter and test it to make sure its going to full close lol

as allan mentioned, you have to get the TPS adjusted properly with the throttle closed so that the ECU sees the signal from the TPS that the throttle is closed. If the ECU doesn't see that signal, it can cause the idle speed to hunt around.
since you said something about the brakes, you don't have a vacuum leak from the brake booster?
