Timing chain too short or off sprocket need help?!

I've got an 86 pickup that ive recently replace the timing assembly and head gasket on. When i was putting on the chain i notice that when the cam sprocket was resting on the guides the chain would drop off the crank sprocket and when picked back up would line up one link off so i rigged it up to stop this. Put the head back on but had to let the chain hang and after torquing the bolts down the cam sprocket is just shy of the shaft. I'm afraid the chain is hanging up on the crank sprocket. any ideas on how to fix this or am i screwed? Appreciate any advice.

you now the tensioner is oil pressure activated and is the tensioner on?

What exactly does the above mean???

I followed these instructions and had no problems. He has a detailed section about the timing chain install. Check it out.

If you got a high quality timing chain and everything is right it is going to be tight to get the sprocket on.
