timing belt trouble

hey guys i am doing my timing belt on my 94 3.0 4 runner. i cant seem to get all the marks lined up. and if i do get them lined up i rotate the crank 2 times and the marks on the pulleys are off like 1 tooth? everytime i re-do it the same thing happens. Am i just stupid it seems pretty simple i dont know what i am doing wrong. The one thing i dont have is the special tool used to hold the cam sproket, is this my problem? i get the marks on the cam gears lined up then look at the crank and it moved. I am so pissed i want to burn this truck. please help me.
