Throttle body replacment?

Throttle body replacment?

Hello, this is my first post so bear with me. Anyways I've got a 1990 pickup and the 3.0 not lifted stock everything with a brand new reman motor.

I just bought it and it has the brake petal idle surge and a high idle right around 1500-2000. I started with trying to adjust the idle and found the previous guy has it turned all the way down, so I figured I'd check vacuum hoses, air flow sensor, tps, water temp sensor, and still nothing. Then I found that the air bypass hole in the throttle body can cause this, so I got her warm then put some tape over the bypass hole and started her up, and seems to be fixed!

Anyways I'm thinking I'm safe to go ahead and drop the money on a new throttle body? What do you guys think?

Btw I know my way around motors but this is my first Toyota so I thought I'd get some opinions before I start throwing parts at it because I know from experience that won't always fix issues lol
