Still piecing together 22re

Hi everyone I'm back.
I'm still trying to put this pickup together I just have a few questions. First of all, are my throttle cables hooked up right? When I put my foot on the pedal the butterfly valve opens, and when I let off the butterfly valve closes. So it seems to be working correctly. I still need to install the dashpot, I know. Also, where does this line hook up to? I marked it in green.

so that looks like it is going down to the fuel tank, so its probably part of the charcoal canister.
