steering goes bad after driving through water

I was driving home the other night and it was pouring out enough to flood some streets and i went thorugh a puddle and then went to take a turn but i could barely make the turn and I was in the other lane. I don't remember if the steering wheel turned all the way and did this or if i could not turn the steering wheel but its happened a few times now. Has this happened to any of you guys and what causes it?

x2, when the belt is a bit loose it slips when it gets wet. If it's been slipping for a while it may be glazed and should be replaced.
