I have a 1993 4Runner and the speedometer went out last night and I wanted to see what can be done besides replace the sensors can they be tested? or what?

 

1) Do you have the electronic VSS1? I'm pretty sure you do, but I have yet to figure out which vehicles have the cable.
2) Did it take out your odometer and cruise as well? If not, it's not VSS1.
3) You can check the sensor with a multimeter and enough jumpers to provide 12v to the sensor. Here's a drawing:
