Speedometer cable issue w/ video

as stated in the video the cable on spins when it's pulled out and then when it's pushed back or seated it doesn't want to work .

These trucks are know for issues with speedo cables. The only way I've seen to solve the problem completely is to get a new cable from Toyota.
