The brackets look so far off because your bumper is sitting about 2-3 inches 2 high. get some Cardboard and make brackets out of it then have someone cut them with a plasma cutter. It won't be that hard.

 

my bumper sits about that height and the brackets are near identical to the ones Numbchux posted. I think that bumper was intended to go on a different vehicle. maybe a later model yota? Mine doesn't have the pronounced curve in front like that either.

either way though, it could be made to work with some proper brackets, but they would have to be custom.

 

The picture Numbchux has is for an older Runner. I have an 89 and took mine off this weekend to paint, it has the same brackets.

 

I'm having the same problem. I got the same bumper without the brackets for a really good deal yesterday. I have no idea how to line mine up to my 92, gonna have to draw something up today.

 

I made a set of brackets for my bumper.
Got the front bumper super cheap at Pick and Pull. Came off a Pathfinder.
I mocked it up to a Toyota 4Runner at Pick and Pull, it was the right fit and shape.

I was running a 3' body lift at that time so i needed to make custom brackets anyways.
I made my brackets out of the rear bumper brackets.
Drilled the mounting holes in the brackets. Cut and bent them to fit. Lined the bumper up and welded the brackets on solid. I even tacked the body lift bumper brackets to my smittybuilt bumper brackets so I could take everything off at once.
