Rusty Auto Hubs

So the boob I bought my 95 from was a New Yorker and my rust situation isnt bad but it aint good either. The good is that its mostly hidden from eye, except for under the rear bumper and the after market chrome rims and my hubs. My plan is to either sand myself or sandblast the rims and paint them black. However that leaves the dilema of what to do with the hubs. Im pretty sure I dont want to leave the rustiness to portrude from the black rim.Problem being the genius from New York never rotated the rims and tires and never took of the caps that came with the rims to cover the hubs. So should I try to paint them , replace them with manuals or try to find another set of caps?
