Rust Repair

I got some rust issues and it's sorta got me at a cross roads with either keeping the rig (paid for) or buying something else. The rear fenders have a rim of rust (rot?) going around the wheel well (really it's dissolving). I'm going to get those rear replacement fenders from Toyota Fiberglass which should fix that (i hope). The rear bumper needs to be replaced all the way down to the mud flaps. That should be a fairly easy fix. That's about it on the body rust. There is no door rust, or window/windshield rust.
However, the entire undercarriage is covered in surface rust. Is there a way to fix this? Like spend a weekend sanding? How about painting the undercarriage black? Something I think looks REALLY bad a$$
Has anyone ever battled rust and come out happy with the results. If I get some bubbles pop up in a few years I don't care about sanding down and touching up... I just don't want major problems down the road.

you should buy something called ospho. you can get it at home depot and it turns even severe rust into a bare metal. than al you have to do is prime and paint it.

hmmm? really? After I sand body rust can I prime with this stuff? then paint? or is this just for rust in the under carriage?

I got this truck from my dad who lived in Maryland for a long time. That is why it' has rust issues. Since I didn't grow up with rust on cars living in the south, what are some things I should look out for with rust underneath. I know both rear axle mounts have had to be welded back on to the axle.
