Red face Roof rack mounting question

I've got a factory roof rack on my '90 4runner, I've been wanting to mount a shovel, hi-lift jack and axe on it. I've been looking around and can't find anything that I could use. I don't like large roof racks so I'd like to keep the factory one.

Anyone got any ideas? Anyway I can make something that will work?

Something cheap I mean. I don't want to pay $50+shipping for one. plus I'd like to be able to mount on each side, I don't like the ones where there's 2 on one side, I think it'd look lopsided.

I'm having Rack N road install permanent 60" rails on my truck, but thats because my truck didn't come with a rack, sadly ( by the way, get one with a rack. its 600 dollars to have rails put on professionally )

but as far as a basket, Im going to be going with a BajaRack. It has the most avaliable options ( light rack attachment, hi lift, spare tire, shovel, jerrry can, etc etc mounts ) and its about 295 + shipping
