Problems with EGR system

My 86 4runner with a 22re is having issues passing smog. The motor has almost 300,000 miles on it. The part I'm having problem with is Nox. The shop I smogged the car at said it has something to do with the EGR system.

We then applied vacuum to the EGR valve, opening it and the motor idled like normal instead of having a rough idle like it's supposed to. I pulled the valve off the block, cleaned the valve, port on the intake manifold and the port on the block (throttle cable with a power drill), but the EGR system still doesn't work. I changed the EGR valve, but still no luck. I then removed the elbow between the EGR valve and intake manifold and then applied vacuum to the EGR valve which opened and flowed hot air, but how do I know if this is enough? Could of using cheap gas caused the egr passages in the head to get plugged? The shop said that ARCO gas could do that to it. Would I have to pull the head clear this?

Mines carbed, But my intake was at 246,000 when I tore my motor down, my head intake and EGR system were HORRIBLY clogged with carbon from someone running cheap gas or something through the motor, I am surprised my emission system was ever flowing, The machine shop said it was one of the most clogged heads they have ever seen. My tubes abd egr were clogged and I never knew, of course I dont have emissions testing so I did away with the egr and got the machine shop to clean my intake as well, I would guess with your mileage something is carboned or clogged.

Not sure how the RE is set up, but on the R there is a vacuum valve that won't let the EGR work until the engine is warmed up most of the way. Trace the vacuum lines and see if you have a similar device. Probably a little black riser thing with two vacuum ports.
