power problems

So I have a 22RE in my 94 toyota and I'm running 32X11.50 I live where there are a lot of hills so you can imagine how frustrating it is to always be bogging down. I got a K&N FIPK which helped a little and I tuned her up and it ran a lot smoother but I am still unhappy. My mechanic buddy says I just need smaller tires to regain all my What should I try next? I figured open up the exhaust so the FIPK can actually move more air. It's getting caught up in the stock exhaust isn't it. I was thinking of a Downey header and some kind of 2" piping. Is this a good idea, will this help me gain power? LCE makes a bored out throttle body that's also supposed to help. I know a 22RE will always be a 22RE but there must be a way to do 65 on the freeway.

Man I was just thinkin how it use to be for me..."oh no a hill" downshift downshift
avoid eye contact hehe
The K&N helps I'd have to say the best Bang 4 the Buck would be gears, headers definitly open up engine but you need more fuel too..look for MAF Mod,on search engine I got a JET ECU upgrade that helped alot !!
I havn't done the TB upgrade yet and don't see me getting it now that I can mash my gas and go

on my old 22re i had a k&n fipk Lce header full 2.25'' exhaust with a highflow cat and a flowmaster delta 40 muffler and i had 235s the power was great i would gain speed going up hill in 4th also if you where to add a cam i could see it being better and i could do 80 on the freeway all day long ...i would first start by regearing it from 4:10s to 4:56s or 4:88s
