I think it's from the top. Never had any reason to number them.
But I'm guessing you're trying to install a new set of rings, maybe? In that case, the silver ring goes on top, printed side up (if there is any printing).

#1 comp. ring
#2 comp. ring
#3 oil rings/expander
dots or other markings go up toward the top of the piston, dont forget to measure the end gap and stagger them too, good luck
