Passed Emission Testing, but weird results.

Passed Emission Testing, but weird results.
I was required to get emissions testing done this year in order to renew my tags. I went today and pulled into the booth, they check the locking gas cap but screwing it into a rifle-looking stick and testing, that's OK but it was a &^&&%& to unlock it.
then pulled into the bay, rear wheels on the rollers, and they throw some sensors into the tailpipe, and rev up to 25mph for a bit until the computer gets all the readings. Is it the same system in every state?
Anyways, he hands me the results, PASS in big letters, but after reading the results I am confused, in some areas I am way better than the limit, but in another area I am way over, what gives?
PPM Cruise Limit (WA)=200
PPM Cruise Emissions (my result)=120 PASS
CO% Limit=1.2
CO% Emissions (my result) 0.7 PASS
great so far I think? but what's this next one-
CO+CO2 (%)
Cruise Limit=6
Emissions (my result) 14.94
what??? How can I be so far over and still pass? I don't understand what these mean. maybe I am reading this wrong, due to the addition of 2 values?
The guy said 'you passed easily but should watch your hydrocarbons'.
Thanks for helping me understand this, if you can interpret these results might help me tune the engine or find an issue. thanks!!

I'm not sure of all of the number and stuff but I know I'm just happy with a PASS anytime I can get one. But I would liek to know what they all mean?
