Agreed. If it were my vehicle I’d be forever worried what the previous owner did to mask the underlying problem. I’m betting that something is horribly clogged or restricted. But if the leakdown % is much above 10% you might as well think about rings and bearings, too.
leak down kits are fairly inexpensive on Amazon.
