no high idle when cold

hello all, i have a 1988 runner 22re, 5 spd SAS etc... i recently put a new cam in it from low range. while in the process of doing the cam i took all of my egr stuff off. everything. istalled a header, new injectors and a downey full intake. now the truck runs great but if you start it when its cold outside it will barely idle. rarely will it die but it sounds like its going to the whole time. i am curious to know why it does this? cold start injector bad? what sends the signal to the cold start to work? is it simply vacuum lines hooked up wrong? or is it just because the cam? how can i fix my problem? thanks again for reading

I couldn't get the 88 4 runner manual to open but here's some links to test procedures on a 22re cold start injector and timing switch. Should be the same as yours I would think.

I'd start with testing these and the related wiring first. IMO

I would check/clean the auxiliary air valve on the bottom of the throttle body. It allows air to bypass the throttle when cold and closes as the coolant warms up...if it's sticking shut, it would do exactly as you describe.

check the connector on the cold idle injector. it is in the intake manifold on the engine side.

If the truck is starting fine forget the CSI [Cold Start Injector], it ONLY works while the starter is working.
The instant the starter cuts out, the CSI stops spraying.

This would be my first guess too [below].

So you're saying you were running it without the AAV? If that's the case, ya, put it back on. lol.

When i first read this post my bet was on the AAV like BMcEL said. Ive had to take it apart to remove a clog before. So ive been checking back interested to see the outcome. Wasn't expecting that one. I woke my wife up laughing about it. No offense but it was funny. How did you block off the holes in the throttle body once you took it off? You would have a whole lot of un-metered air otherwise.
