Misfire after rebuild

1994 pickup. LC Engineering 22RE. New pistons .60 over, rings, head gasket, all new gaskets. Head pressure tested good. Timing chain mod. New NGK plugs wires, cap, rotor.

After I rebuilt the truck, i got a slight misfire. It does it thru the whole RPM range.. Idle and up. My timing chain is set that at TDC the pulley mark is at 5 degrees and the cam is at 12 o'clock and 11:55 on the chain. Intake and exhaust valves are closed and rockers have slight movement. But when i hit it with a timing light it is at about 11 o'clock. Not even close to the marks.

The truck starts fine cold but after about 20-30 minutes is is real hard to start. Have to have gas pedal matted then it starts.
I pulled the spark plugs today and they were covered in an oily build up but hardened. Had to chip and scrap the crap off. Put new plugs in but still runs the same.

I dont know what to check next... TPS, PCV, Cold starting valve... UGH

Did you clean out your injectors while on the rebuild? My truck ran great when cold but as soon as it'd warm up; I would get misfires like no other. Got them cleaned and she runs great now.
