Mass air flow bad?

Mass air flow bad?
1995 4runner 3.0. When I'm trying to crank the engine, if you put your foot on the gas while turning the engine over, the mass air flow makes a steady knocking noise. Like the gate in there is tapping. Does this mean its bad? and why my engine will not start?
