Lack of compression #2 - Stuck Valve or Bad Spring

So I took a glance at this engine I pulled last year from a local pull your parts type yard. I had checked compression and was fine on 1,3,5 (I say fine, it was even. The guage never read higher than 90 on anything I tested before i took it back.) And I had 0 on #2, 50 on #4, and 90 on #6. I checked valve timing and corrected it and then had 0 #2, 90 #4, 90 #6. I noticed last night a valve is not moving.

Is it more likely that the valve is bent, or could I be fortunate and it be a failed spring? If it is a bent valve then I would assume no dice, head needs to come off and go from there, BUT if it is a spring, could I pull the cam, replace that spring, retest compression and if it's ok, replace all springs to be fair and possibly use the engine without having to replace shims or anything? This is really getting into a motor that's all new territory for me wether I'd like to say or not, but I don't want to haul off making mistakes ya know.
Before I can pull any cams I'll need to get the cam tool ( I forget what it's called) and then go from there.

Anyone with experience on stuck valves in the 3vze or a broken spring? Just looking for some reassertive theories
