This is the same kit I got to repair my 1987 4Runner ignition lock(key pulled out in any position) and to rekey a new tailgate lock. This kit has pretty much everything you need, including the door lock bezels. The only item the kit doesn't include is the tailgate bezels.
The kit i got off eBay last year had all the wafers and springs in sealed bags, while this kit appears to have been used. But it still looks fairly complete.
Rekeying a lock is actually pretty easy. I'd recommend getting a new key cut from code(the code is stamped on the body of the passenger door lock) and cleaning the lock well before starting. I used my ultrasonic cleaner and that did a great job.
