No, H4 is a bulb size. The H4 housings will accept any H4/HB2/9003 bulb, whether HID or halogen.

Don't run HIDs unless you are doing a proper projector retrofit.

Headlights. There are a number of aftermarket conversion housings to replace the stock sealed beams...Autopal, Hella, Cibie, Roundeyes, to name a few.
