interpreting VAF readings

I've got a 93 4runner V6 and I'm trying to test the VAF to see if it's good. I've got the service manual instructions, and the only thing that's throwing me is that it says readings should be:

terminals E2-VS = 200-600 ohms fully closed
terminals E2-VS = 20-1,200 ohms fully opened

The range for "fully opened" seems WAY too broad. Can that be right? Typo?

I assume the resistance should gradually change while I open the flap, but mine's kind of all over the place. I get 280 ohms closed, and 60 ohms open.

If anyone can clarify if I'm doing this right, I'd appreciate it before I drop $200 on a new VAF. Thanks.
