I replaced most of my vacuum lines with silicone lines tonight. Unfortunately, the surging problem is still there. It DOES surge harder and faster now, so at least my work made the engine more responsive.

Dale, I'm hoping you can tell us which line was disconnected and plugged, and maybe we'll get this sorted out.

This morning I unplugged my Throttle Position Sensor and the engine runs fine. At least now I have a shot at actually getting an emissions test.

Can anyone think of downsides to running without the TPS hooked up, long term?

[Update]
Doing more research today, I'll check to see if mine is still good but just out of adjustment. If it's bad, I'll put a new one in. Driving without the TPS connected doesn't look like a viable long-term solution.

yes i can post pics but not for a day or so. it looks like it might be the TPS from i understand, it is probobly bad. and if it is unhooked that might explain the drastic change from cold to hot idle speed. ill try to post pics tomorow or the day after.

I ran through the TPS calibration procedure tonight and it has fixed the problem for me. I'm very very happy.

Dale, there aren't any vacuum lines running to the TPS itself, just an electrical harness, so I'm still curious about what was plugged up and disconnected that could also clear this up. Adjusting the TPS is going to help ashamsuddin since he's carb and not EFI.
