Vacuum issue??

I just went through the time consuming process of changing my head gasket in the hopes of fixing this strange reving issue. however after a succesful top end rebuild, it seems to have started up again! Any suggestions? it changes tone and speed when I'm on my brake so it would look to me like a a vaccum issue of some kind.. any help would be aprreciated!!
