How to determin if RICH or LEAN OBD1 & Scope

Hi,newbie and looking for help on how to determine if I am running rich or lean. 1995 4Runner 3VZ_E
It has OBD-1 and I have no access to scanner for OBD-1. I own and old Snap-On Brick 2500 but do only OBD2.
Bought cable for OBD-1 to OBD-2 but cartriddges
However I have Picoscope Scanner and all basic DIY tools.

Help is appreciated, I have lack of power and no codes by the ECU after a few parts changed.
Can I hookup the SCOPE to the DLC and readthe O2 sensors?

​​​​Yea you can monitor the oxygen sensor's output with a scope.
