Herculining Bumpers with rust spots??

Herculining Bumpers with rust spots??
I read through some older posts about Herculining different parts of our Toyotas, and I'm pretty excited to do it next spring, but my question is this-- If I decided to cover my bumpers as well, is it going to affect the finished product if I have light rust spots starting to show through?? The bumper still feels solid, and if I had it my way, I would do the front/back bumpers as well as the bottom half of my 4runner.

nope the stuff will stick to just about anything. just clean the surface really well and use a good cleaner, I use xylene to clean the surface before I spray or roll the stuff on, and to do touch ups.

Is there any reason to try to get to the inside of the bumper with something to try to stop the rust there, too? I was hoping that stuff was good- I've got a small hole right in the bend of my driverside rear door opening--I considered just trying to fill it to level with bondo, then just herculine over it all
