Help! Hose on bottom of charcoal canister?

Help! Hose on bottom of charcoal canister?

There are three hoses / vacuum lines on the charcoal canister. Two on the top. One going to the gas tank and one going to the bvsv. Where does the hose on the bottom of the charcoal canister go?? On a 90 4runner 3vze 4x4

It doesn't go anywhere it vents to the atmosphere, on my 2wd it just hangs there pointed down.

x2, it's supposed to "vent to the frame" (per some of the Toyota manuals I've seen) or just to open air
