First ? Recenty on start up my truck is blowing white smoke i tried to clear it by giving it some throttle and nothing happen smoke got light i wast told that it had a rebuilt top end hg and all
Second ? Is it normal for oil to spit out of the oil cap when its open and running my first time encountering this and upon opening oil cap i can hear the idle sorta drop not to much but noticable

I rebuilt my head and don't have white smoke. Isn't white smoke = Need new rings? I think white smoke is oil.
I don't know about the cap I have not had it open when running.
Note my engine is a 22re

White smoke could be coolant leak at the headgasket...not good. Oil burning will be blue/black, do you have soot on the back of your truck near the exhaust pipe? if you do then it is likely burning oil.
and yes, removing the oil cap can impact idle because of the change in vacuum pressure when the cap is removed. Oil will splash out while running with the oil cap removed also.
do a compression test and leakdown test to see if the headgasket is good.
check coolant for oil or fuel/exhaust smell

How much Coolant do you need to add on a daily basis ??
The above is the important thing if your not losing coolant it is not getting into the exhaust
Even in Guam you must have temperature differences between day and night if the humidity is high it will make the condensation even worse !!
Pressure test the cooling system .
You don`t mention how many miles on the engine
For oil to spray out when the oil cap is removed tells me the baffle has been removed or modified in some way
Would Toyota use a different valve cover for non USA market vehicles ??

I would try to pressure test the whole system when i can get my hands on one
