Fuel rail question

Fuel rail question
Howdy, As I was hooking all fuel lines to fuel rails, the bolt that attaches NO. 1 fuel pipe with NO. 3 bearing cap does it also get a washer/gaskets as with all other uion bolts. The bolt has what looks like a washer/gasket already on (see photo) my question is do I still add washer/gasket and then install or what? Thanks
