Fuel Pump Issues

I drive a 1987 Toyota Pickup 22r 4x4 the engine was freshly rebuilt 10,000 miles ago. While driving down the road today my mechanical fuel pump started spewing fuel from where it was pressed together so I put a new one in and when i started it up and it does run, but it makes a ticking noise almost like the arm was slapping against something the kit came with two identical gaskets only put one on never heard of using two gaskets before however now wondering if one was a spacer. Completely lost as to why it is making so much noise. Any help is greatly appreciated.

There is supposed to be a spacer between the fuel pump and the head, with gaskets on both sides of the spacer. The spacer is pretty thick piece of plastic.

Fuel Pump >> Gasket >> Spacer >> Gasket >> Head




Here is a picture from 22RE Performance showing a factory pump. The top, black piece is the spacer, the lower pieces are the gaskets.
