Google Ackerman steering geometry
when turning the inside tire has to turn sharper since it takes a smaller arc in a turn.
if your tires point straight forward when you steer straight ahead there is no issue

With that detailed question, I'm going to guess you're asking about the wheels being turned at different angles. It's called Ackermann angle and it's normal

It looks like your driver's side front tire has inner wear, and that's typically an alignment issue. it looks bad enough I'd get addressed soon so you don't keep wrecking tires.
Outer wear can be alignment, but often it's due to underinflation or someone taking turns(cornering) too fast and hard. But inner wear is typically alignment.

But yeah, I'm with Robert. Vehicle info and clear description of the issue goes a long way.
