Front diff not locking

Hey fellas, I'm having a problem with my '93 4Runner with the 3.0 and AT. We finally had snow last weekend and what do you know the front axle won't kick in. In searching on YT, I have narrowed it down. I bypassed the solenoids on the fender, so I have vac down to the front axle. I HAD the 4WD light in the inst. panel on, but I took the console apart to see why my rear window won't go down, when I put it back together, the light won't come on, but I can hear a clicking coming from the dash when I shift to 4WD.
This is frustrating, as this is the first winter and snow I have had the vehicle.
Anybody have some ideas?

the front actuator on the diff may just be seized up from lack of use. try tapping on it w/ a hammer. ive fixed many late models this way. if that dont work let the diag. begin.

Thanks for the note, I have tapped on the actuator, there is a wire/sensor going into the front of the diff, could that be a problem? Also, can I take the actuator off easily? Could this be what is causing the solenoids on the fender to not work? I saw in a thread somewhere that there is a switch on the transfer case that can throw it off, and will it make a difference if the light on the dash doesn't work?

all of them things could be the problem. the best thing to do is jack up the whole truck off the ground and see what everything is doing. is the drive shaft spinning but the front diff is not locking?
